Helping Samoan officials measure up

The Ministry of Consumer Affairs Measurement & Product Safety Service (MAPSS) Team in Auckland have recently hosted two officers from Samoa for a  two week training exercise.  Our Ministry of Commerce, Industry and Labour (MCIL), requested that MAPSS inspect our test weights to ensure they were still in tolerance. We also asked if MAPSS would provide training for two of our officers.  MCA MAPSS had last tested our weights and trained one MCIL officer, Mark Fidow in June 2005.

The two officers Fepuleai Roger Toleafoa, Senior Fair Trading Officer, and Fair Trading Officer Vincent Faaofo were keen to expand and improve the legal metrology within the Fair Trading Division of MCIL and spent the two weeks in Auckland receiving training from the 09 - 20th August 2010.

During their time in NZ they received training in testing standards of mass and volume.  They were able to do some hands on practical testing of our own weights as part of this training.

They were also trained in testing non automatic weighing instruments and petrol pumps - this consisted of theory and practical training including supermarket visits where they were able to test scales and inspect pre-packaged goods. A visit to a company specialising in the repair of petrol pumps also enabled them to get some hands on practice in testing and adjusting petrol pumps in a safe environment.  They also discussed the issue of fuel quality monitoring (petrol, diesel and bio-fuels) which is one of the core roles of MAPSS in New Zealand

The NZ MAPSS stated that it was interesting to learn from our officials that the Samoan Government sets the price of fuel every month and part of the inspectors’ job is to inspect the driveway flowmeters after the price change to ensure that the correct price is being charged.

Roger and Vincent left keen to implement what they have learnt and to improve the testing methods in Samoa. Thanks to the Auckland MAPSS Team - John Carter, Raj Narayan, Agatha Cordeiro, Srinvas Bobbala, Lucy He, Vladimir Koutseanko and Alick Day for the great opportunity granted for our officials to learn and observe weights and measures work in NZ. Thank you also to the financial assistance rendered from the Trade and Investment Promotion Unit Trust Fund which has surely enhanced the skills, abilities and knowledge of Roger and Vincent in weights and measures duties.
