Labour Market Survey
The core functions of AELM Division are to:
- Consult with stakeholders on training needs, employment creation and sharing of Labour Market Information (Advisory)
- Enforce legal obligations of employers concerning employment records of workers and the submission of periodic employment information within the timeframe (Regulatory)
- To update database of Labour market information through periodic surveys and collection of labour information from other sources, disseminate information on employment and Labour market
The ministry conducts Labour Market Surveys every 3 years to cater for the above functions and this covers all the private formal sectors.
Labour Force Survey
The ministry works in collaboration with Samoa Bureau of Statistics to conduct Labour Force Survey. The main objective of this survey is to get an overview of the employment and unemployment level in the informal sector.
Minimum Wage
The minimum wage in the Private Sectors and the State Owned Enterprises as per the Cabinet Directive; FK(24)25 and is mandated under Section 32 of the Labour and Employment Relations Amendment Act 2023 are as follows:
- $4.00 per hour was effective on 1st July 2024; and
- $4.84 per hour will be effective on 1st July 2025

Periodic Survey of Employment
The Division carries out periodical surveys to ensure that the above functions are fulfilled, namely the Periodic Survey of Employment – which is the collection of employment information from employers on half year basis.
